Occupation category: ?

At this writing, there isn't an occupational category that fits this person. (See current list below of the sub-categories under the Biographies category.) I suppose he is a Policeman of sorts, but not quite a Soldier. Henchman comes to mind, or perhaps Enforcer. Maybe Secret policemen could be a category. Bureaucrat is a possibility, and there have certainly been lots of those around the world. :(

(Separately, he could also be described by his politics, which would be both interventionist and statist, but that is my inference only.)
