The idea behind this page is to let people note that a page is suspected spam so that they don't offend the user by adding Category:Spam to his page. But, in a way that's like saying, "Come here. What that? Look like spam to me. Pick up. PICK UP! Feel like spam? Smell. SMELL! Smell like spam? Taste. TASTE! Taste like spam? Good thing we don't step in it." Sometimes, when it is really, really unclear whether a user is an actual human, the easiest thing can be to ask - if they don't answer within a few days, we can assume the negative.
