Der Schweizer Kooperationspartner hat die Bereitstellung weiterer Versionen ab 2013 eingestellt und den Kooperationsvertrag mit den Medizinischen Universitäten Wien und Innsbruck im September 2012 gekündigt. Wir hoffen, dass die weitere Diskussion zu Genderfragen in Wien von allen Seiten fair gegenüber dem EMS geführt wird. Die genderspezifische Auswertung an der Medizinischen Universität Wien war eine politische Vorgabe. Die Abwägung zwischen einer Zulassung aufgrund der gleichen nachgewiesenen Eignung (Chancengleichheit) und einem Ausgleich für mögliche Nachteile (beispielsweise bedingt durch das Bildungssystem) ist legitim.

Die Argumentation "Es sind Genderdifferenzen da - also ist der Test schuld" greift allerdings zu kurz und findet zum Glück wenig öffentliche Akzeptanz. Nachgewiesenermassen prognostiziert der EMS in Österreich die Studieneignung genauso gut und fair wie in den anderen Ländern. Es ist ein Verdienst des EMS, genderspezifische Defizite im österreichischen Bildungssystem mit aufgedeckt zu haben, die zu den vorhandenen Eignungsunterschieden beitragen (z.B. Unterschiede bei Notenstrenge, naturwissenschaftlicher Orientierung oder Förderung). Dies muss ein Test unverzerrt abbilden, wenn er vorgibt, Eignung zu erfassen. In den sechs ersten Jahren des Testeinsatzes war es das gemeinsame Ziel, an der Ursachenbeseitigung dieser Unterschiede zu arbeiten - Veränderungen im Bildungssystem lassen sich offenbar nur schwer und langsam erreichen.

Österreich erarbeitete und erarbeitet parallel und ausserhalb des bisherigen Kooperationsprojektes mit der Schweiz ein eigenes Zulassungsverfahren für die Medizinischen Universitäten Innsbruck, Wien und Graz. Dieses soll die Gender-Probleme lösen, die auch in Grazer Wissenstest übrigens immer vorhanden waren (in diesem Jahre sogar am deutlichsten verglichen mit Wien und Innsbruck[1]). Angekündigt wurde eine entsprechende Veränderung des Tests. Eine "Kaschierung" der Unterschiede wird mit jedem Verfahren schwierig werden, welches immer noch Eignung erfassen will. Malinvestment is an investment in wrong lines of production, which inevitably leads to wasted capital and economic losses, subsequently requiring the reallocation of resources to more productive uses. "Wrong" in this sense means "incorrect" or "mistaken" from the point of view of the real long-term needs and demands of the economy, if those needs and demands were expressed with the correct price signals in the free market. Austrians believe systemic malinvestments occur because of unnecessary and counterproductive intervention in the free market, distorting price signals and misleading investors and entrepreneurs. For Austrians, prices are an essential information channel through which market participants communicate their demands and cause resources to be allocated to satisfy these demands appropriately. If the government or banks distort, confuse or mislead investors and market participants by not permitting the price mechanism to work, malinvestment will be the inevitable result.

Malinvestment results from the inability of investors to foresee correctly, at the time of investment, either the future pattern of consumer demand, or the future availability of more efficient means for satisfying consumer demand. Malinvestment is always the result of the inability of human beings to foresee future conditions correctly. However, such errors are most frequently compounded by inflation misleading market participants. (more...)
