What do you think about using red links instead of links to Wikipedia? We don't want readers who find us to go off to Wikipedia--we want them to stay here. Even now, red links are allowed on WP (see WP:RED), but when Wikipedia was younger and less developed, red links were strongly encouraged, because they helped new contributors find an article to create. For these reasons I think it makes more sense to use red links as much as possible. My take is, that this page is in many respects more focused than Wikipedia - on specific topics, it will provide more information, and specifically biased information - on many others, it will provide less information (at least in volume) with a specific spin or focus. On a great many topics, there will be no page at all.
: For an example, I see no need for an article or Tennessee - unless there is a reason for it. So in that case I would link to Wikipedia. (Or even not link at all!) I have actually linked very liberally to WP's articles and consider it a strength, not a weakness - it points to more resources and (possible) alternative viewpoints, both of which make a resource richer IMO.

I did some research and found that our spammers are using open proxies, i.e., fake IP addresses that change constantly. == Student assignments ==

Do we know any professors who have assigned their students to write for Mises Wiki (or other wikis)? Perhaps we can have someone write a guide for other professors to crafting and managing these assignments in ways that will serve useful pedagogical goals, while adding value to the wiki. It would probably be much easier than having them write for Wikipedia (which some professors do), since we're a friendlier community to writers of the Austrian school. Maybe the student could be given a choice of assignments, one of which would be to write a wiki article of a certain length.

I'm not sure what other ways we could use to draw in participants. A lot of people have gotten turned off by Wikipedia's policies and those in charge of it, but haven't discovered or gotten involved in Mises Wiki yet. We've certainly advertised the wiki on mises.org plenty of times, and the reaction is often that it's a great resource with a lot of potential. But, despite all the well-wishers, not too many people get heavily involved.

In other news, I see this week's ''Time'' had a [http://healthland.time.com/2012/07/26/i-do-i-do-i-do-i-do-polygamy-raises-its-profile-in-america/ big article] about the growing acceptance of polygamy. I feel ahead of my time for writing about it here before I saw it anywhere in the mainstream press. Who knows, maybe we'll all think of ourselves as ahead of our time for being Austrian economists before it became the trendy ideology of the future. Right now, we're more like hipsters. A minimum wage law is compulsory [[unemployment]]. The law says: it is illegal, and therefore criminal, for anyone to hire anyone else below the level of X dollars an hour. This means, plainly and simply, that a large number of free and voluntary wage contracts are now outlawed and hence that there will be a large amount of unemployment. A '''minimum wage''' leads to a reduction in the demand for labor and an increase in the supply of labor in the relevant market — usually, the market for low-skill workers. It removes the ability of some workers to compete by accepting lower wages and shuts them out of the labor force. As a result, it reduces job opportunities for these workers.

But there are additional, hidden costs of these interventions, which are more difficult to detect but perhaps more insidious. For example, one effect of a minimum wage is to reduce the availability of on-the-job training, since more resources are required simply to hire and retain a workforce. And further interventions in the labor market (for example, safety regulations and payroll taxes) make it still more costly to employ labor. These burdens together reduce a firm's willingness to hire laborers and — in the long run — must reduce the number of opportunities for those laborers to acquire valuable job skills. Far from increasing opportunities for the working poor, a minimum wage actually restricts their mobility.

Firms faced with minimum wage laws often substitute skilled for unskilled labor. A report from the Show-Me Institute offers an illustrative example: Suppose that a job can be done by either three unskilled workers or two skilled workers. If the unskilled wage is $5 per hour and the skilled wage is $8 per hour, the firm will use unskilled labor and produce the output at a cost of $15. However, if we impose a minimum wage to $6 per hour, the firm will instead use two skilled workers and produce for $16 as opposed to the $18 cost of using unskilled workers. In the "official data" this shows up as a small job loss — in this case, only one job — but we see an increase in average wages to eight dollars per hour in spite of the fact that the least skilled workers are now unemployed.

There is also a hidden social cost in minimum wage policies. Debates over a minimum wage erode social fabric by placing workers and their employers in opposition to one another. While there have been many legitimate reasons for some tension to exist between firms and workers, minimum wage policies set them in unnecessary opposition to one another over employment contracts, which are by nature cooperative and mutually beneficial. Encouraging the view that employment is a raw deal has created needless acrimony. At the margin, this intimidates people and discourages some from becoming employers themselves.

The prohibition of certain kinds of labor contracts also discriminates against — paradoxically — the law-abiding. Just as legal prohibitions on the use and sale of drugs have lured the lawless into the drug trade, prohibitions on certain forms of labor ensure that only those lacking in scruples will be left on the demand side of the market for, say, child labor and the like.

If restrictions, regulations, and price floors create massive deadweight losses, they also create incentives for firms and individuals to evade those restrictions, regulations, and price floors. Those with a comparative advantage in evading (or violating) the law will be most successful; thus, labor market regulation gives implicit encouragement and support to the unscrupulous. Restriction and regulation reduces the relative price of dishonesty, which means we can expect greater levels of it in the marketplace.<ref name="Caden_minimum_wage">Art Carden. ===Effects on minorities===
Minimum wage is especially harmful for [[Minority|minorities]]. According to a study of two labor economists, Professors William Even (Miami University of Ohio) and David Macpherson (Trinity University), each 10 percent increase in a federal or state minimum wage decreased [[employment]] of white males by 2.5 percent; for Hispanic males, the figure is 1.2 percent. But among black males in this group, each 10 percent increase in the minimum wage decreased employment by 6.5 percent. The effect is similar for hours worked: each 10 percent increase reduced hours worked by 3 percent among white males, 1.7 percent for Hispanic males, and by 6.6 percent for black males. ==Empirical research==
For many years it has been a matter of conventional wisdom among economists that the minimum wage causes fewer jobs to exist than would be the case without it. This is simply a matter of price theory, taught in every economics textbook, requiring no elaborate analysis to justify. Were this not the case, there would be no logical reason why the minimum wage could not be set at $10, $100, or $1 million per hour.

Historically, defenders of the minimum wage have not disputed the disemployment effects of the minimum wage, but argued that on balance the working poor were better off. In other words, the higher incomes of those with jobs offset the lower incomes of those without jobs, as a result of the minimum wage

This notion was disputed by the work of three economists: [[David Card]] and [[Alan Krueger]] of Princeton, and [[Lawrence Katz]] of Harvard. Their studies of increases in the minimum wage in California, Texas and New Jersey found no loss of jobs among fast food restaurants that were surveyed before and after the increase. This led the [[Bill Clinton|Clinton Administration]] to advance the theory that modest increases in the minimum wage will have no impact on employment.

However, an extensive body of work demonstrates a different conclusion. [[Joint Economic Committee]] Republicans published a survey of virtually every empirical study on the minimum wage in February, 1995. It concluded that a 10% increase in the minimum wage reduced teenage employment by 1% to 3%.

It also indicated that the minimum wage has wide-ranging negative effects that go beyond [[unemployment]]. For example, higher minimum wages encourage employers to cut back on training, thus depriving low wage workers of an important means of long-term advancement, in return for a small increase in current income. The '''Kentucky Resolutions of 1798''' were a series of resolutions written by [[Thomas Jefferson]] and passed as a group by the [[Legislature of Kentucky]] in response to the [[Alien and Sedition Acts]]. In the document, Jefferson argues for the [[compact theory]] and [[nullification]]: that individual States, being parties to the [[United States Constitution|Constitution]], have the right to judge the constitutionality of laws passed by the [[Federal Government of the United States|general government]] and thus to declare them unconstitutional and void.

The Kentucky Resolutions of 1798 were accompanied by the [[Virginia Resolutions of 1798]], passed by the [[Virginia General Assembly]] around the same time. Several states responded, denouncing the resolutions. As a result, Kentucky issued the [[Kentucky Resolutions of 1799]] to reaffirm its position.

==Background==
Federalists held control of the [[United State government]] during its early years: [[George Washington]] was elected twice, and [[John Adams]] won a close election to follow him. Both appointed primarily Federalist judges, consolidating the party's power.

The Federalists raised the ire of the Republicans in many ways, not least of which was refusing to support [[France]] in its war with [[Great Britain]]. Federalists claimed that the 1778 Treaty of Alliance with France was no longer in effect because the monarch with whom it was signed, Louis XVI, had been deposed in the [[French Revolution]]. Republicans disagreed, arguing that the treaty had been with the French people, and that the treaty remained in effect even if the French people decided to change their government.<ref>Gutzman, 62–63</ref>

Washington pronounced it illegal to intervene on behalf of either combatant – an unconstitutional usurpation of executive power, according to the Republicans – and in 1795, [[Jay's Treaty]] was signed, strengthening the United States–Great Britain relationship. France attempted to disrupt trade between the nations, leading to the the [[Quasi War]] with France in 1798 and associated military buildup.<ref>Gutzman, 63–67</ref>

Republicans also felt that the Federalist-controlled Supreme Court was overreaching, first with regards to taxation in ''[[Hylton v. United States]]'' and especially with its ruling against [[Georgia]] in ''[[Chisholm v. Georgia]]'' (the case was quickly overruled by the [[Eleventh Amendment to the Constitution of the United States|11th amendment]]).<ref>Gutzman, 51–56</ref> Furthermore, the Federalists were passing numerous controversial laws, including the Whiskey tax (which led to the [[Whiskey Rebellion]]), a law establishing the [[First Bank of the United States]], and finally, the [[Alien and Sedition Acts]].<ref>Gutzman, 62–70</ref>

Republicans were especially concerned about the [[Sedition Act]], as it imposed fines and jail time for anyone who said, wrote, or published anything "false, scandalous and malicious [...] with intent to defame the said government." The Act specifically penalized such speech against Congress (dominated by Federalists) and the President (also a Federalist), but specifically failed to mention the Vice President (that is, Thomas Jefferson, a Republican). [[Matthew Lyon]], a US congressman from [[Vermont]], was among those punished under the act – he was sentenced to four months in prison and a $1,000 fine for writing one letter and publishing another that criticized President Adams.<ref>Woods, 42–44</ref>

The Democratic-Republicans, lead by Jefferson, Madison, and [[John Taylor of Caroline]], considered the options available to them. Taylor was considering secession, but Jefferson disagreed, believing that nullification, along with upcoming elections, would be enough to reverse the Federalist course. With this in mind, Jefferson secretly sent a series of resolutions to the Republican stronghold of [[Kentucky]], to be passed by its legislature.<ref>Gutzman, 70–71</ref>

==Arguments==
Each of the resolutions making up the Kentucky Resolutions can be summarized as follows:
#The sovereign states formed a compact with each other, called the [[Constitution of the United States]], to create a general government with limited powers, and all powers not granted to it were retained by each state. Whenever the general government takes undelegated powers, they are "void, and of no force," and furthermore, because the compact was made between the states, each state retains the right to judge for itself the constitutionality of the actions of the general government.
#The Constitution gives the general government the power to punish certain enumerated crimes; given the principle of limited government and the [[Tenth amendment to the Constitution|10th amendment]], all other punishments, including those found in the [[Sedition Act]] and the Bank Fraud act, are "void, and of no force."
#Given the principle of limited government, the 10th amendment, and the 1st amendment, the Sedition Act, in that it abridges the freedom of the press, is "void, and of no force."
#Power over "alien friends" it not granted in the Constitution to the general government, therefore the [[Alien Friends Act]] is "void and of no force."
#The Alien Friends Act violates the immigration clause of Article 1, Section 9, and is thus void.
#The Alien Friends Act is furthermore void because it takes the judicial power from the judiciary and gives it to the president, and because it allows the president to deport an "alien friend" without due process (5th amendment) or a proper jury trial (6th amendment).
#That clauses such as the [[General Welfare Clause]] and the [[Necessary and Proper Clause]], being "subsidiary only to the execution of the limited powers, ought not to be so construed as themselves to give unlimited powers."
#That the representatives and senators from Kentucky in the United States Congress should attempt to repeal the above acts.
#That the governor of Kentucky should send out these resolutions to the other states, assuring them that Kentucky supports the preservation of the constitution and of limited government.

==Aftermath==

===State responses===
The response by other states to the Kentucky Resolutions of 1798 was universally negative. In many cases, the responses expressed outright support of the [[Alien and Sedition Acts]], and only one state – Vermont – challenged Jefferson and Madison's [[compact theory]] of the Constitution.<ref>Woods, 54–55</ref>

Maryland called the resolutions "highly improper" and said the opinions therein were "unwarranted by the Constitution of the United States."<ref name=Anderson245>Anderson, 245</ref> Similarly, Pennsylvania's lower house explicitly stated:

Delaware's legislature called the resolutions a "very unjustifiable interference with the General Government,"<ref>Anderson, 246</ref> while the Connecticut General Assembly said they were "calculated to subvert the Constitution and to introduce discord and anarchy." Connecticut went on to defend the Alien and Sedition Acts, saying that they were "wisely calculated [...] to establish justice, insure domestic tranquility, provide for the common defence, promote the General welfare, and secure the blessings of Liberty."<ref>Anderson, 247</ref>

The states of New York and New Hampshire responded to both Kentucky's and Virginia's Resolutions of 1798 in the same documents. New York called the resolutions "inflammatory and pernicious" and called their "sentiments and doctrines no less repugnant to the Constitution of the United States, and the principles of their union, than destructive to the federal government, and unjust to those whom the people have elected to administer it."<ref>Elliot, v4, 537–38</ref> New Hampshire stated it believed the Alien and Sedition Acts to be constitutional, but in any case, argued "that the state legislatures are not the proper tribunals to determine the constitutionality of the laws of the general government; that the duty of such decision is properly and exclusively confided to the judicial department."<ref>Elliot, v4, 539</ref>

Both houses of the New Jersey legislature rejected the Kentucky Resolutions, as well as the Virginia Resolutions, though some in the Democrat-Republican minority expressed support for them.<ref>Anderson, 52–55</ref> In Massachusetts, the rebuke against the resolutions was nearly unanimous—32–1 in the Senate<ref>Anderson, 58–60</ref>—and the responses of Rhode Island and Connecticut had similar levels of support. Vermont also rejected the resolutions, with a 2–1 majority in the assembly.<ref>Anderson, 229–32</ref>

In the South, no state responded to Kentucky's Resolutions. North and South Carolina both seemed sympathetic to them, but did not issue anything official in support. Of Georgia and Tennessee, little can be said other than they did not issue responses.<ref>Anderson, 235–36</ref>

===Kentucky Resolutions of 1799===

Kentucky responded to the states that denounced them with the [[Kentucky Resolutions of 1799]] in November of that year. This document reaffirmed Kentucky's commitment to opposition of the Alien and Sedition Acts, and its wording went even further: this time, the legislature explicitly said that "nullification [...] is the rightful remedy" in response to "unauthorized acts done under color of that instrument [the constitution]."<ref>Woods, 50</ref>

These resolutions were largely overlooked, as [[George Washington]]'s death coincided with their release.<ref>Woods, 167</ref>

===Influence===

The Principles of '98, as the principles of the Kentucky and Virginia resolutions became known, appeared numerous times in American history since their original statement. In the early 19th century, they were used in opposition to the [[War of 1812]] and federal funding for internal improvements, and they played a role in the [[South Carolina]] [[Nullification Crisis]].<ref>Woods, 60–77</ref>

The Kentucky Resolutions of 1798, in particular, formed the basis of the [[Wisconsin]] legislature's resolutions against the [[Fugitive Slave Act]] and the [[Supreme Court of the United States|Supreme Court]]'s attempt to enforce it in [[Wisconsin]].<ref>Woods, 81</ref>
